... a whim, it would kind of cheapen the significance of 4quA5's survival. And I think allowing (encouraging, even) new caches in the same spot is a great compromise that helps keep the history alive while getting people to think about and do their own thing. Plus I really like NYC Alpha Jr., so.

I think it's a great idea. At first I didn't really see the point, since groundspeak has tons of options. But even just thinking about your first idea (closest subway line) I can immediately see why we might have use for some urban-centric ratings and attributes.
